Job Description
The EPM has overall Engineering & Technology responsibility (with the associated cost and schedule performance aspects). The EPM provides the primary Engineering & Technology interface with Program Office / Customer for all programmatic items related to engineering tasking for TSS Trusted Security Solutions and includes:
•Act as the overall Point of Contact between the RMS ISR CE and the program, covering all Engineering & Technology disciplines.
•Ensure that the program’s Engineering & Technology processes/procedures and other required process assets are defined and applied in compliance with RMS policies, processes, and procedures, and contract requirements. Coordinate with PM and Functional Managers for any tailoring / changes.
•Ensure that the program’s technical resource needs are met. Provide timely and accurate projections of Engineering & Technology resource requirements (people, tools, processes, etc.) in conjunction with the Program Manager (PM). Work closely with Functional Stakeholders/COEs to identify and secure appropriate staffing. In conjunction with the PM, Functional Managers and COE, ensure the workforce planning tool (e.g., GRID) is up-to-date for E&T resources.
•Execute Workshare on strategic and tactical levels.
•Responsible for overall Engineering & Technology (Engineering & Technology) technical program performance while ensuring overall technical integrity of the product; provide an integrated Engineering & Technology solution when required to the program. Track the Technical Performance Metrics (TPMs) and related EVM for the engineering related program performance; identify technical concerns or risks and solution options. Be responsible for the identification and closure of technical issues. Manage Engineering & Technology cost and schedule in conjunction with the Functional leads. Ensure the Technical baseline is documented, tracked, and maintained. Ensure all requirements are verified.
•Responsible for appropriate tailoring of the required peer reviews.
•Work with Lead Engineers for ensuring appropriate expert review as deemed necessary in accordance with established processes.
•Responsibility for identification and closure of technical issues
•Ensure approvals/sign-offs are coordinated and obtained from Engineering & Technology as needed, e.g., for Proposals, Rough Order of Magnitude (ROM) estimates, and Engineering Change Proposals (ECPs).
•Participate in Risk and Opportunity management.
•Mentor and provide technical leadership to Engineering & Technology staff.
•Leveraging proven processes, lessons learned, and best practices from other parts of the business or industry
•Participate in PIT/SEIT meetings.
