This position is located in CDOT's Human Resources (HR) Division in Denver and manages the daily functions of the Compensation & Talent Acquisition unit. This position provides leadership to HR unit staff to identify and implement effective policies, efficient procedures and a high level of customer service to CDOT departments and employees. Identifies and implements effective selections processes and equitable, flexible compensation models. Sets unit goals, manages staff performance and prioritizes work assignments. Interprets State personnel rules and regulations and determines how to consistently apply to meet CDOT organizational goals.
Analyzes HR recruiting and hiring processes and recommends and implements adjustments to improve customer service and efficiencies. Establishes performance metrics, recommends new approaches and procedures to improve quality and reduce turnaround time. Coaches unit staff in acquiring expertise in position management, compensation, recruiting and selection practices to best serve CDOT's needs. This position designs compensation and talent acquisition processes, guidelines and operational standards to best support CDOT's needs.


Skill / Requirements

  • A bachelor's degree from an accredited college or university in Human Resources Management, Business Management, Public Administration, Industrial/Organizational Psychology or a closely related field of study that provided a sound basis of the theories, principles, and practices required to perform the major duties of this job. (A copy of your transcript showing degree conferral must be submitted to verify this requirement.) 
  • AND at least five years of continuous, full-time, progressively responsible professional experience where the primary job function was the development, implementation and evaluation of HR services and programs that included several of the following: talent acquisition/selection, conducting job evaluation, performing compensation functions, performance management, workforce planning and analytics, or other human resource activities related to the position's major job duties. Years of experience must also include demonstrated experience collaborating with hiring supervisors and management to accomplish the previously listed functions.

Highly Desirable Experience:  Demonstrated full-time work experience in supervising three or more employees for at least three consecutive years.

  • Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, will substitute on a year-for-year basis for the required bachelor's degree but not for the specific experience. 
  • A master's or doctorate degree in one of the fields of study listed above will substitute for the undergraduate degree and one year of the required professional experience.
