The role of the IT Project Manager is to plan, execute and finalize projects according to strict deadlines within scope and budget. This includes acquiring resources and independently coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The IT Project Manager will also define the project's objectives and oversee quality control throughout its life cycle.

The IT Project Manager must have demonstrated advanced expertise in all aspects of project management with a strong understanding of information systems development, implementation and maintenance in Arapahoe County line of business. They must have strong communication and interpersonal skills, functioning as liaisons between various user departments, Information Technology staff, contractors, and vendors. They must be an independent, self-starter that can successfully manage multiple projects and consistently come in on-time, within budget, and to specifications defined in the scope of the project.

The IT Project Manager may be required to complete smaller less complex requirements gathering and analysis.

Duties

DUTIES:
Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
 
Facilitates project management and project status review meetings.

Direct and manage project development from beginning to end including highly complex or at risk projects.

Develop full-scale project plans and associated communications documents.

Effectively communicate project expectations to sponsor, team members and stakeholders in a timely and clear fashion.

Liaise with project stakeholders on an ongoing basis.

Estimate the resources and participants needed to achieve project goals.

Draft and submit budget proposals, and recommend subsequent budget changes where necessary.

Where required, negotiate with other department managers for the acquisition of required personnel from within the county.

Set and continually manage project expectations with team members and other stakeholders.

Delegate tasks and responsibilities to appropriate personnel.

Develop successful transition plans and recognition for resources on the project team.

Identify and resolve issues and conflicts within the project team.

Identify and manage project dependencies and critical path.

Track and report on project milestones and deliverables.

Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.

Proactively manage changes in project scope, identify potential crises, and devise contingency plans.

Define project success criteria and disseminate them to involved parties throughout project life cycle.

Coach, mentor and motivate project team members and contractors, and influence them to take positive action and accountability for their assigned work.

Build, develop and grow any business relationships vital to the success of the projects.

Conduct project post mortem and create a recommendations report in order to identify successful and unsuccessful project elements.

Develop Requests for Proposals (RFP) for external services.

Perform team assessments and evaluations specific to the project.

Prepare and deliver effective reports, recommendations, or alternatives that address existing and potential trouble areas within the project.

Perform cost-benefit and return on investment analysis for proposed projects to aid management in making implementation decisions.

Provide guidance and/or instruction to junior staff members.

Performs other duties as assigned.

EDUCATION:
Bachelor's degree in Computer Information Systems, business administration or related fields is desirable. Project Management Professional (PMP) certification is also desirable.
 
EXPERIENCE:
Seven (7) to eight (8) years in an information systems project management environment.

(An equivalent combination of education and work experience that satisfy the requirements of the job may be sufficient.)

Supplemental Information

SUPPLEMENTAL INFORMATION:
Pre-employment testing includes an acceptable current motor vehicle check, background check, and polygraph exam.

A valid Colorado driver's license and fingerprinting must be on file.
 
SUPERVISION RECEIVED:
Works under the broad direction of an Information Technology Supervisor, who defines goals and guidelines for the group.
 
SUPERVISION EXERCISED:
The IT Project Manager will direct other members of a project team, including Information Technology staff and contractors.

They also provide instruction and guidance to other personnel.

Provides the role of mentor/coaching to Associate IT Project Manager.
 
INTERPERSONAL CONTACTS:
Contacts are with supervisors, management, peers, subordinates, elected officials, customers, and/or vendors. 

Contacts require the ability to exercise a high degree of interpersonal skills to influence persons at all levels. 

Incumbent is accountable for the results of the contact.
 
WORK ENVIRONMENT:
Work is generally confined to a standard office environment.
 
PHYSICAL DEMANDS:
