OVERALL JOB OBJECTIVE:
Under limited direction, to support and oversee the city’s affordable housing program in a growth managed and highly engaged university community; to proactively seek solutions toward development and acquisition of housing for households with varying incomes; to develop financing resources for affordable housing; to collaborate on the development of growth management strategies; to maintain and preserve existing affordable housing stock; to coordinate cooperative efforts for affordable housing development throughout the city, community and region; to conduct comprehensive research and planning for long and short term housing needs; to take a leadership role in identifying housing gaps and solutions; to collaborate with staff and the public to address the community’s land use, transportation and planning needs; to serve as a member of the Department’s management team and advance the department’s mission; to work collaborative and effectively as a key inter-departmental team member representing Housing and Human Services; to coordinate and consult with the Department Director on policies, goals and work program for the Housing Division and other Divisions in the Department.

DUTIES AND RESPONSIBILITIES:
1. Develops housing policy and oversees housing planning. This includes the following:
• Sets vision and goals for the Housing Division; develops strategic work direction; sets performance goals.
• Provides technical assistance and advises on housing policy to the City Managers Office, City Council, Planning Board, transportation Advisory Board, Open Space Board of Trustees, Human Relations Commission and other city advisory boards and commissions and staff.
• Prepares and presents written information for City Council and Planning Board on the development of policies affecting affordable housing, including but not limited to social policy, regulatory approaches, funding and location.
• Works with non-profit agencies, neighborhood groups, the business community, the development community, the Chamber of Commerce, the University of Colorado, Board of Realtors, and financial institutions to develop community-based partnerships to address current and future affordable housing policy.
• Maintains a close working relationship with and takes a leadership role in advocating for affordable housing with state, federal, and other local agencies.
• Works collaboratively with Boulder Housing Partners, Thistle Community Housing, and other affordable non-profit developers to meet the city’s affordable housing goals. Maintains close working relationships with non-profit affordable housing developers to support their current and future viability in the community.
• Takes a leadership role in regional affordable housing policy and works directly with the City of Longmont, Boulder County Commissioners, City and County of Broomfield and various City Councils and Town Boards either directly or through various regional boards.
• Oversees planning for revisions and updates to key housing policy documents including the Affordable Housing Goals and Strategies, housing needs assessments and other housing research, data and policy documents.
2. Responsible for the development of affordable housing programs to be operated by either the city or spun off to other sectors.
3. Directs the Division of Housing for the Department of Housing and Human Services, which includes the following:
• Develops and monitors the Division’s budget; monitors resources allocations to be effective, efficient and meet goals; develops annual business plan for Housing in coordination with the Department.
• Supervises Division employees as described in the supervisory paragraph below. This includes establishing work priorities and standards, proactively resolving conflicts, setting clear standards and goals for employee work performance; supporting staff development; proactively problem solves; is communicative and seeks employee input into decision making processes; fosters a climate of trust and accountability; is a role model for professionalism, integrity and accountability; leads employees in working as members of inter-divisional, inter-departmental and community teams.
4. Encourages both private and public sector participation in the various housing and funding programs. Ensures that the city’s policies and goals are met.
5. Develops and maintains a close working relationship with Thistle Community Housing’s and Boulder Housing Partner’s Executive Directors and Boards of Directors. Attends Thistle Community Housing and Boulder Housing Partner’s meetings on a regular basis and participates in collaborative community planning efforts.



Skills / Requirements
REQUIRED MINIMUM QUALIFICATIONS:
Bachelor’s degree in Public Administration, Business, Planning, or related field and a minimum of six years of increasingly responsible experience in the management and supervision of a significant housing or community development operation or equivalent combination of education/experience. At least six years of demonstrated successful experience in creating, planning, and implementing innovative and complex programs, in housing or community development. Significant knowledge of housing development and finance. Demonstrated expertise in creative affordable housing financing, including knowledge of regulations and incentives for various financing options. Demonstrated ability to achieve desired results through positive collaboration and partnership with a variety of public and private agencies and individuals. Experience with planning and land use regulations related to housing programs. Commitment to the city’s community sustainability principles and goals (economic, environmental and social goals). Demonstrated successful leadership, supervisory and employee development skills. Excellent communication and customer service skills. Strong written and verbal skills, including a demonstrated ability to write complex reports and make public presentations. Strong public process skills and experience. Experience in software programs used in finance and to read complex finance spreadsheets. Ability and willingness to attend evening meetings and work a flexible schedule. Have and maintain acceptable background information, including criminal conviction and credit history.

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:
Master’s degree in public administration, business, planning, or related field. Knowledge of federal, state, and local government housing organizations and private agencies. Knowledge of housing authority roles and functions. Previous municipal experience in a city with similar demographics.
