Jobing Description
OVERALL JOB OBJECTIVE:
Under general direction, to supervise the wastewater treatment plant and cogeneration facility operations, in accordance with state and federal water quality regulations and to perform related duties as required.

DUTIES AND RESPONSIBILITIES:
1. Manages daily wastewater treatment plant operations and oversees compliance with NPDES permit. This includes the following:
• Supervises the facilities and associated process in accordance with state and federal water quality regulations.
• Supervises treatment plant operation, liquid and solids stream projects, operations laboratory, cogeneration facility, septage disposal program, plant safety program and special projects and studies related to wastewater treatment.
• Conducts operations staff meetings and coordinates various committee and project meetings.
• Prioritizes workload, develops work schedules, and coordinates the work of plant personnel.
• Monitors and compiles plant log data, prepares related reports, maintains plant records and evaluates trends in treatment and usage; and makes related operational recommendations.
• Analyzes the condition of facilities and equipment to establish and prioritize day to day and long-range maintenance, repair, and construction needs.
• Remains alert to conditions and events occurring at the facility indicating anticipated or needed maintenance and repair. Assists in troubleshooting of plant processes to improve overall treatment quality.
• Working with the Process Optimization Specialist, pursues facility optimization including treatment processes, water quality parameters, chemical usage, staff utilization and associated utilities costs.
• Develops and assigns shift schedules. Assures appropriate and adequate facility coverage for 24/7 operations.
• Monitors plant supplies, chemicals and equipment and writes bid specifications and purchases same.
• Provides training for plant personnel in treatment operations.
• Assists in maintaining a clean and safe work environment, including monitoring work in progress to pinpoint hazards.
• Is alert to security of treatment plants and pump stations, identifies security mitigation measures, and helps implement security improvements.
2. Consistently and effectively communicates with wastewater plant operations staff:
• Facilitates good communication with employees. This includes giving information and getting feedback, listening to and respecting input, encouraging participation of employees in conversations, and confronting and dealing directly with issues that arise.
• Ensures standards of conduct and other city policies regarding employee behavior and action are adhered to by the work group. Promptly and effectively deals with any situations that arise that may be conducive to improper behavior or actions within work group.
3. Oversees and coordinates plant safety program. Works with other Treatment Plant Supervisors to implement safety program. May chair one or more of the program components. Safety program components include the following:
• Emergency Response Team (ER Team) - The ER Team is responsible for responding to a variety of possible plant emergencies, including but not limited to chlorine gas or sulfur dioxide gas alarms/leaks, fire, flood, power outages and medical emergencies. As needed, works with other responders such as Fire and Police.
• Safety Committee - The Safety Committee is responsible for maintaining safe work conditions for all plant employees. Tasks include discussing and resolving unsafe work condition reports, performing safety audits and developing safety policy/procedures.
• Safety Training - Provides training for plant personnel in treatment operations and safety. Ensures that employees are appropriately trained and are current on all required safety procedures and certifications.
4. Coordinates and implements plant capital improvement projects including development of bid contracts, coordination of plant staff and contractor activities, construction management, warranty enforcement, and O & M manual review. Interacts with professional engineers to discuss and resolve design related problems. Coordinates internal projects, tracks progress and expenditures of projects.
5. Maintains a Colorado Class “A” Wastewater Treatment Plant Operators Certification and updates job knowledge as necessary. Maintains a working knowledge of NPDES permit.
6. Assists with the development and implementation of the plant operations budget; identifies personnel, material, and equipment needs and estimates costs for identified needs. Utilizes the city financial software program to track and manage the operations budget and conduct financial transactions.

Skills / Requirements
REQUIRED MINIMUM QUALIFICATIONS:
Associates degree in wastewater treatment or related field or equivalent experience. Colorado Class “A” Wastewater Treatment Plant Operators’ Certification. Extensive experience as a wastewater plant operator. Ability to work under minimal supervision and exercise good judgment. Effective written and verbal communication skills, including the ability to prepare clear and concise written correspondence, reports, and recommendations, and ability to make presentations at staff and public meetings. Demonstrated good analytical, organizational, and problem solving skills. Strong interpersonal skills, including demonstrated ability to deal with employee issues. Demonstrated team building and conflict resolution skills. Database and word processing applications experience. Mechanical aptitude. Physical ability to work in an industrial setting to work in and around areas of limited access and confined spaces requiring standing, walking, bending, and kneeling; ability to use ladders, stairs, underground vaults, cat walks, and scaffolding; ability to lift up to 50 pounds; ability to hear audible alarms at 80 DB and higher. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to use precision and non-precision equipment, hand tools, power tools, and technical devices. Ability to use all required safety equipment including SCBA for chlorine and sulfur dioxide response. Ability to train others in the use of, storage of, and routine maintenance of safety equipment. Have and maintain a valid Colorado Driver's License, acceptable motor vehicle record, and acceptable background information, including criminal history. Basic certification in first aid and CPR.

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:
Bachelor of Science degree in science, biology or related field. Hazardous chemical and emergency response experience. Process optimization experience, electrical and mechanical troubleshooting experience. Training/certification in cogeneration operation. Certification in collection system operation. Supervisory experience.
