Jobing Description
Are you passionate about State government? Do you want a dynamic position with an agency committed to promoting economical, effective, ethical, and equitable government? If so, consider a position with the Office of the State Auditor (OSA).

The OSA is a constitutionally created, independent government agency that was established to promote operational efficiency and to ensure accountability of government agencies. The OSA serves the citizens of Colorado by auditing state agencies, colleges, universities, and other recipients of state funds. In addition to conducting performance and financial audits of all state agencies, departments and institutions, the OSA oversees audits conducted by independent audit firms of all of Colorado's local government entities. The OSA is searching for a well-rounded human resources manager to support 65 professional level staff.

This Human Resources Manager is a strategic position that has overall responsibility for providing consultation and advice on all human resources issues at the OSA. Position directs the OSA human resources policy implementation and procedures in accordance with federal laws, state laws, and state personnel rules. Ensures that all human resource actions taken within the OSA are in compliance with all applicable federal laws, the State Constitution, Colorado Statute, and State Personnel Rules. Position serves as chief human resources officer for the OSA and represents the OSA in statewide human resource forums and governmental conferences. Recommends development of new human resource programs to support the mission of the OSA. Sets goals and objectives for human resources department. Subject matter expert on employee relations issues in the OSA. Counsels management on the progressive discipline procedure and provides human resources approval on performance improvement plans and corrective actions and resolves employee grievances. Responsible for overseeing the OSA's recruiting process, including staffing patterns and determines innovative recruiting methods. Extends and negotiates all employment offers. Administers the OSA performance management system. Responsible for developing and implementing compensation programs to ensure market competitiveness of OSA pay. Evaluates all position descriptions within the office and makes appropriate classification judgments. Responsible for determining leadership and soft skill training needs at the OSA and/or identifies outside training required. Develops and delivers training. Position is responsible for ensuring the effective operation of the administrative department to support the mission of the OSA, including responsibility for the direct supervision of three full time employees.



Skills / Requirements
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor's degree AND four years of professional, well-rounded strategic human resource management experience (which must have included responsibility for recruitment, selection, compensation practices, progressive discipline, employee relations, and employee training). An unofficial copy of transcripts must be submitted at the time of application.

CONDITIONS OF EMPLOYMENT:
The successful candidate must submit to and pass a criminal background check as a condition of employment. The successful candidate will obtain State of Colorado Certification in Selection and Job Evaluation within one-year of employment.

SUBSTITUTIONS:
A combination of professional, well-rounded strategic human resources management experience (which must have included responsibility for recruitment, selection, compensation practices, progressive discipline, employee relations, and employee training), which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.

PREFERRED QUALIFICATIONS:
• Professional Human Resources (PHR) Certification.
• State of Colorado Certification in Selection.
• State of Colorado Certification in Job Evaluation.
• Previous supervisory experience.
