11-0390 Construction Inspection Supervisor, Engineering Services Div, Public Works & Natural Resources Dept. Hiring Range: $4,523 - $5,428/mo. Regular Full Time, M-F 8-5.
DEFINITION: Under the direction of the Public Works and Natural Resources Engineering Services Manager supervise staff providing inspections and provide assigned project management for utility, water distribution, wastewater collection, street and transportation and other Public Works and Natural Resources Engineering services projects.
PRINCIPAL DUTIES: Implement and support actions to create a work culture in the Division and Work Group that is focused on excellence, accountability for results, customer service, teamwork, and support of the Department and City. Plan, direct and supervise an inspection work group within the Engineering Services Division, including recommending planning strategies for construction inspection services; coordinating activities with other work groups, divisions, departments, outside agencies, and the general public. Hire, train, and develop, guide and mentor employees toward improved performance in a manner consistent with City values and expectations. Provide general and technical supervision of personnel and evaluate performance. Manage staff and resources to optimize work group performance. Evaluate technical information and provide information and recommendations to Project Managers, other City staff, the Engineering Services Manager, and the Public Works and Natural Resources Department Director. Supervise or participate in the review of plans and specifications of assigned projects and provide input regarding design alterations to improve constructability and final product. Manage minor construction or utility projects. Coordinate office and field inspection tasks within the Department and other City departments and outside agencies on minor projects and assist on major projects. Assume responsibility for project quality, scheduling, and finances. Participate in the update of the City of Longmont Design Standards and Construction Specifications, and make recommendations on implementation of City standards, codes and specifications. Understand, interpret, and ensure compliance with applicable City, Regional, State and Federal rules, ordinances, regulations and guidelines. Make recommendations on the use of new materials, procedures, and equipment related to construction of public works infrastructure. Work with other staff to develop the annual work plan for the work group, oversee work and monitor progress; make necessary adjustments in work assignments. Ensure that all safety regulations and City safety policies are communicated, understood and adhered to by staff. Practice an inclusive supervisory style with people from a variety of backgrounds, ethnic or racial groups, age groups, personality styles and genders. Build alliances, foster effective teamwork and build constructive relationships within and between individuals and other work groups. Coordinate activities with other City departments, divisions, outside agencies, the public and contractors. Demonstrate behavior that sets a positive example for integrity, fiscal responsibility and professionalism. Resolve difficult customer issues. Evaluate operations and customer services and make appropriate adjustments. Represent the City in interdepartmental, inter-agency, community, and professional meetings and working committees as required. Prepare, review and submit a variety of reports, correspondence, memoranda, and other communications.
WORKING ENVIRONMENT: Work is primarily performed outdoors in the field. Work involves exposure to sun, noise, dust, fumes, smoke, gases, moving vehicles, machinery, and all types of weather conditions. There may be occasional exposure to solvents, grease, oils, pesticides, herbicides, and water. Work will involve walking or standing, frequently on slippery or uneven surfaces, for up to 6 hours per day. Work requires pulling, pushing, reaching, use of fingers and hands, climbing, crawling, bending, twisting, kneeling, and squatting. Must have correctable near and far vision, ability to distinguish colors, hear, speak, and write. Work requires ability to read and understand documents, blueprints, and maps. Position requires ability to work under stress with constant interruptions and perform multiple concurrent tasks. Ability to perform detailed work, solve problems, use reasoning and deal with customers is required. Frequently requires working non-traditional, often protracted hours, particularly during construction periods.
Skills / Requirements
QUALIFICATIONS: Education and Experience: Any combination of education and experience equivalent to the completion of the twelfth grade supplemented by training in construction inspection methods or a related field plus four to six years of construction management, project coordination and increasingly responsible construction inspection experience in utility, street, and/or drainage projects. Two to four years of supervisory responsibility preferred or demonstrated skills/training in supervision. Special Qualifications: Possession of a valid Colorado Driver‚s license required. Must have a minimum of a Level 4 Water Distribution and a Wastewater Collection certification, a Traffic Control Supervisor certification from the American Traffic Safety Services Association, a Colorado Department of Transportation Erosion Control certification, a Colorado Department of Transportation Level 1 Concrete Inspection certification. Must attend CDOT Local Agency Manual Training for Federal Aid Projects.
